GERMAN' CTIAXCELLOR'S REPLY. EVIDENCE OF BRITISH GOODWILL WANTED. Berlin, December 5. The Reichstag was crowded when the Chancellor replied to Sir Edward Grey. Herr von P.ethmann-Holweg stated that tho Government never undei stood the English suspicions, because they were utterly groundless. He sincerely reciprocated Sir Edward Grey'* wish fur improved relations. They wanted to live in peace and friendship with England, but only on condition that its policy towards Germanv was marked with some positive evidence of goodwill.
