A crowded omnibus in Finsbury Square lost a wheel and overturned, twelve persons being injured. THE DE BEERS' APPEAL. London, December 4. The House of Lords has allowed the De Beers' appeal, and declared that an exclusive license is legal. MILITARY UNIFORMS DESTROYED. Berlin, December 4. A fire attributed to incendiarism destroyed £75,000 worth of uniforms and accoutrements at the depot at Leipzig barracks. AH tho non-commissioned officers on duty at the depot have been arrested. INSUBORDINATE BLUEJACKETS. Berlin, December 4. Two of the Von der Tann's bluejackets have been sentenced to five years' penal servitude at Kiel for insubordination and violence to their superiors. THE HUMBERT FRAUDS. Paris, December 4. Theresa Humbert, who was sentenced to five years' imprisonment in August, 1903, for (forgery and swindling in connection with the famous empty eafe frauds, is insane, and has resumed her quest for her missing wealth. "ALL FOR PEACE." New York, December 4. In an interview, Mr. Andrew Carnegie said that the Kaiser was all far peace. The title War Lord was a slander on an essentially peaceful ruler.
