Cj the Editor. Sir,—Mr. C. T. Mills, in his letter re the above, says h.' does not know who is to blame. No, Sir, if Mr. C.T.M. calls on the obliging town clerk he would sonn find out that the borough inspector hail a free hand, and is unfortunately backed up by about two councillors, who know as much about municipal matters as the same inspector knows about tact. I think Mr. Mills would be doing certain struggling ratepayers a kindness if he got a deputation to wait on our Borough Council re this would-be Czar of Russia running the whole town.—l am, etc., RATEPAYER. / ■■■ "'Ji™*
