Sir Edward Grey has written to Lord Lytten: "There would be better prospects of enfranchising six million women by an amendment to the Government Bill, moved by a Cabinet Minister, than of enfranchising a million by tlie Conciliation Bill, but, while disorders similar to those of the twenty-first and at the City Ttfmplo continue, it would be waste of time actively to support the women's cause."
