Sir Edward Grey, in dealing with the Persian situation, said the effect of Russia's action may be very serious. No reflections were east on Mr. Shuster's energy or intentions, but his persistence in appointing British officials in North Persia made things impossible. The Government was consulting Russia howbest the Anglo-Russian agreement might remain unimpaired. Russia had assured Britain that her occupation was temporary. CONSIDERING THE ULTIMATUM. Received 1. 11 p.m. Teheran, December 1. The Mejliss (parliament) l is considering" the Russian ultimatum in secret session.
