RUSSIA'S ULTIMATUM.

THREATENS WAR WITH PERSIA. FORTY-EIGHT HOURS' NOTICE. By Cable —Press Association —Oopyriglit. Received 1, 12.50 a.m. St. Petersburg, November 30. An ultimatum has been sent to Teheran that unless Persia replies to Russia within forty-eight hours, six thousand Russian troops at Resht will advance. Russia's demands include the dismissal of Mr. Sinister, the American financial adviser, payment of Russian costs, and that Europeans engaged in the Persian service must be approved by the Russian and British Legations.

A Russian Note, which was recently presented to Persia, demanded that the latter should withdraw the Treasury gendarmes from the property of Shua-es-Sulianeh, uncle of the reigning Sultan, and repeated it 6 demand for an apology. Failing compliance, Russia intimated that diplomatic relations would cease.

This was Russia's second demand for an apology, the first being made three weeks meo, when, owing to an alleged insuJ,t offered to the Russian Vice-Consul i she notified the Persian Government that ] she would occupy the provinces of Ghiila-n and' Mazanderan, uukss Persia tendered an apology. The incident hap-' pened at the beginning of October, when the officials of the Russian Consulate, with 12 Coesacks, threatened to fire O" several gendarmes who were sent, at tin' 1 instance of Mr. Sinister, to seize tli property of Shua-cs-Sulitaneh. The gendarmes on that occasion withdrew. It was subsequently explained .that Mr. Morgan Sinister first of all notified the Russian Minister at Teheran of his intention to seize the property of Shua-es-Sultanch. He then Bent ten gendarmes under an American officer to carry out his intention. The Cossacks who threatened to fire on the gendarmes, causing the latter to desist, then retired, and the Russian Consul subsequently protested to Persia, claiming that Shua-es-Sultaueh's property was mortgaged to a Russian Bank.

The reply of the Persian Government to the first Russian demand was couched in conciliatory term?, but stated that Persia was unable to acquiesce. After the second note the Persian Cabinet and the Regent (Nazel-el Mullc)— the Sultan is only 13 years old—resigned; and the Mejliss passed a vote of confidence in the American Treasurer-General, Mr. Morgan Sinister.
