The Budget shows a revenue of 554,000,000 yen. and an expenditure of 570,000.000 yen. • The excess is covered by the last surplus. There is to be no increase of taxation or borrowing. The press applaud the dropping of the Navy Bill, and describe it as a victor}' of common sense over militarism.
