Lord .Justice Farwell. in the course of his judgment in the Finance Act case, declared that Form 8 was clearly both a demand and a threat. The Government had appointed an army of officers costing £400,000 annually to obtain particulars of property, but if it failed to perform the work for which the public paid, the Government seemed to think the public could be compelled to incur the trouble and expense of supplying their deficiencies.
