The newspaper Hoobi Shimbun declares that Y'uan-Shih-Kai is pledged t<> u pro-German and pro-American policy. REPUBLICANS. MONARCHY TO GO TO .TEnOL. MASSACRE OK FOREIGNERS. Received 21. I a.m. Pekin. November 20. Yuan-Shih-Kai's envoy at Wu-chang reports that the Republicans are enthusiastic, and resolutely opposed to the Monarchy. They insist on the Manchu court quitting China proper, the movement of the Courts and voluntary exile to Jehol, thus strengthening the promoters. The convocation recently summoned is considered impracticable. It is' suggested a convention of the Monarchial and Republican sections decide the future of China. It is rumored at Tientsin that foreigners at Singanfu have been massacred.
