It is semi-officially announced that Persia has not replied to the Russian ultimatum. The Russian Government has therefore ordered 400 troops to concentrate at Kasein. The press attack Mr. Shustcr, the American financial adviser to Persia, for assuming powers derogatoiy to Russia and Britain, and also for overriding the decisions of the Persian Cabinet.
