Representatives of the accessible provinces met and elected delegates to the Central Government, which is being established at Wuchang. Li-Yuan-Peng urged the Consuls at Hankau t« Tecognise the federated States. The Taotai has notified his. inability to pay half a million taels in connection with the Rnsso-French loan. A MARCH ON NANKING. Pekin. November 16. The Consuls report that 30,000 troops fct Hankchow rebelled, and are now catching on Nanking, after defeating a body of Nanking and Chinfciang troops at Chinkiang.
