An enquiry into the Maissin charges failed to prove the more serious tions against Louppc, while Maissin wasnot free from blame. The report recommends a re-test of the whole output of the Pont de Buis works and the establishment of a naval powder factory. M. Delcasse, in the Chamber of Deputies, announced that the Libertc disaster was traceable to 1906 power, which had' passed the required tests. Confidence was voted in the Government for its determination to prevent a recurrence of the disasters.
