During the powder scandals debate in the Chamber of Deputies the Minister for War declared that he did not need to seek the guilty party. Although there had been inertia and negligence, General Gaudin's report showed that the whole output of powder from the Pout do Bin's works during the last twelve years was suspected. Measures were now being taken to provide for the utmost scientific inspection in future.
