A LOAN PROPOSAL DEFEATED. By Cable—Press Association—Copyright Received 14. 11.30 p.m. Tokio, Xovember 14. The proposals of the Ministers for Marine and War to raise a loan for naval and military expansion resulted in a crisis. The Minister for Finance opposed it, and the Premier, under pressure from the Bankers' Association and public opinion, decided against the loan, giving the Minister for Marine the alternative of withdrawing it or of resigning.
