FURTHER EFFORTS FOILED. New York, September 14, Swindling operations to rob Englishmen of £ 1,000,000 have been foiled by the arrest on Tuesday at Chicago of S. A. Potter, alias Post, a "get-ric liquid;" confidence man for whom the police have been searching for fifteen months.
