I Mr. Hammond, the envoy to the' e Cojonation. declared in Mr. Taft's { 'presence, at a meeting at Cincinnati, that while the Senate had-not ratified as yet the peace treaties with France and Britain, it was certain that it would be only a brief time before the popular demand overcame the attitude of the senators.
