The House of Commons agreed to a clause givng a wife the option between voluntary insurance and a reduced rate in case of the discontinuance' of which she would be allowed gradually to draw two-thirds of the surrender value, onethird being retained, to provide for her possible re-entry as an employed widow. The committee also decided that aliens resident in the United Kingdom for five years and belonging to an approved society should benefit from the State funds.
