In the Assembly during the debate on the totalisator Mr. Wade said he failed to see how the machines would lesgen betting on racecourses. Such a result had not been obtained in New Zealand. In the Assembly the Crown Lands Deelatory .Bill, slightly amended from last sesion's Bill, was reintroduced with the object of consolidating the existing land laws. VICTORIAN GOVERNMENT'S POLICY. Melbourne, November 1. Mr. Murray delivered a policy speech. He will reform the Legislative Council, providing for its election on the ratepayers' roll. If a measure passed the Assembly in two Parliaments and was then rejected by the Council, both Houses would go before the electors. In order to secure the development of closer settlement, he intended to simplify the process of compulsory land acquisition. Other matters that would receive attention were decentralisation, control of trusts, and encouragement of the beet sugar industry. FEDERAL PARLLA.MENT. i Received 2, 12.5 a.m. Melbourne, November 1. The House read a third time the Amended Arbitration Bill.
The Commonwealth Banking Bill was introduced, and alterations made providing for it to be managed by a governor and a deputy-governor, instead of a board as at first proposed; also giving power for the establishment of branch banks in London or other places beyond the Commonwealth. WESTRALIAN ELECTIONS. Received 1, 10 p.m. Perth, November 1. The final Assembly election for Roeburn resulted in the return of Mr. Gardiner (Labor). The new House will consist of 34 Laborites and .18 Liberals.
