Lord Selborne, addressing an Imperial Mission meeting at the Queen's Hall, said each Parliament in the overseas dominions would decide in war time whether or not to actively co-operatc with the Motherland. Both great parties desired to take the dominions frankly into their confidence on questions of foreign policy in order to ensure their .approval even more than their active co-opera-tion. The point was whether better organised co-operation for common purposes. including defence, was possible or not. The answer must come from the dominions.
