BRITISH EFFICIENCY. Received 1, 12.55 a.m. London, October 31. Colonel Seeley has outlined a scheme for bringing Britain up to a high standard of aviation efficiency, especially in regard to speedy monoplanes. A hundred officers will be trained as observers and pilots.
