Germany and France have communicated with the signatories of the Algeciras Treaty, stating that the first part of their arrangement, relating to compensation in the Congo, concerns the contracting parties alone. BRITISH SATISFACTION*. Received 26, 10 p.m. London, October 26. Lord Morley, speaking in the Lords, referred with satisfaction to the matter of the Franco-German discussion in Morocco having been concluded on terms which the authorities in Berlin and Paris believe to be acceptable to both countries.
