MONDAY, OCTOBER 23. LEGISLATIVE COUNCIL. By Telegraph—Press Association. Wellington, Last Night. The Council met at 8 p.m. The Workers' Compensation Bill was read a first time. The Local Elections Bill was read a second time. On the second reading of the Legislature Amendment Bill, Hon. Carncross said it was a pity the census details asked for in the electoral enrolment forms had not been knocked out, as they comprised a "grotesque fad." Hon. Luke said too much latitude was given to regisfcsar3 in allowing them to take names off rolls. Hon. Rigg said it was time that th& margin allowed country districts in eleo toral boundaries was abolished or minimised, as there were now but few places that had no borough near them. He also urged the repeal of the second ballot. Hon. McArdle defended the margin for country districts. Sir John Findlay, in his reply, said regarding the second ballot, that he perionally thought it would sooner or later be superseded by some system of transferable voting. The Bill was read a second time and the Council adjourned at 9 p.m. until to-morrow morning. HOUSE OF REPRESENTATIVES. Wellington, Monday. The House met at 10.30 a.m. Amendments to the Auckland Harbor Board Empowering Bill were introduced by Governor's message. A communication was read by Sir Joseph Ward from Sir George Clifford stating that the Racing Commission had no intention of transgressing the laws of the House in the memorandum submitted on Friday. Any such transgression was due purely to inadvertency. The Wellington City Empowering Amendment Bill was read a third time.. The Mount Hutt County and Mohaka' County Bills were rejected. j The Waiapu County Council Bill and the Otaki County Bill were rejected. j The following were read a third time:' —Waikoikoi Public Hall Transfer, River-1 ton Harbor Loan Empowering, Auek-j land, Electric Power Station Site, Auckland Harbor Board Empowering, Otago I Harbor Board Empowering, Tapanui > Commonage Reserve Exchange and Leasing, Ross Borough Council Vesting and Empowering, Lyttelton Borough Extension, Dunedin City and Siiburban Tramway and Water-powering Amendment, Invercargill Reserves Vesting, Onehunga Borough Investing, Little River Domain Board, Manukau Harbor Control, Hamilton Domains, Dunedin City Lands Vesting. The Tuakitoto and Kaitangata Lakes Bill passed through the second reading and committee stages. The House adjourned at 1.30 till 7.30.
EVENING SITTING. The House resumed at 7.30 and went into committee on local hills. The Dunedin District Drainage Bill, Tuakitoto and Kaitangata Lakes Bill, and Portobello Eoad District Lands Vesting Bill were reported. The Wanganui Board Empowering Bill, in committee, is being stonewalled. At 10.15 p.m. a motion by Mr. New-' man to report progress on the Wanganui Bill was defeated by 39 to 23. Twenty minutes later, a similar motion was also I defeated. At 11.30 three more motions \ in the same direction had been defeated, j and the debate continued.
