THE ELECTORAL BILL. By Cable—Press Association—Copyright. Melbourne, October 20. In the Senate Mr. Millen made a slashing attack on the new Electoral Bill, wliich, he said, by abolishing the postal vote, disfranchised about thirty thousand women and infirm persons who used that method of voting at the last election. He complained that the fixing of the polling day on Saturday would prevent Hebrews and other religious sects from voting, while the right of a candidate to ask for a recount was practically abolished. The Bill was a handicap to the Labor Party, which thought it was hamstringing the Opposition as to make its own position more secure, but if any reliance could be placed on the justice of the community, the Government had really erected J a gallows for itself.
