The Harbors Commission, in .in interim report, recommends the reparation of harbor and railway finances by means of uniform wliarfngp rates, iri< - spective of the destination of the {foods. It advises that the rate shall be threequarters per cent, ad -valorem, and a shilling per ton, on imports;*a quarter per cent., Bnd sixpence per ton. on exports. It also recommends the construction of a graving dock at Dnrban.
