Although there are diverse labor views regarding the Industrial Council, the balance of opinion seems favorable to the scheme as a step forward. Mr. Appleton, secretary of the Trades Union Federation, fears delay in the settlement of disputes, and that the scheme will be but the stepping stone to compulsion,. 'Mr. W. Thome, MP., declined membership because it would weaken the power of organised labor.
