Mr. Reginald MeKemia, First Lord of the Admiralty, speaking at Aberbych.an, said he still hoped they would be able to effect a reduction in the Naval Estimates in HII2, but now and always the scale of the expenditure was dependent on that of foreign countries. He continued: "The extent of our world-wide interests inevitably brings us time after time in contact with the aims, hopes and ambitions of other natioas. Nothing but the existence of a commanding fleet can safeguard us in all times and circumstances and give us the freedom of the great highroad of the sea, whereon our security and very existence depend. (Cheers.) Peace is our greatest interest, but we cannot bog peace as a suppliant. We cannot buy peace. We can, however, guarantee it by our own exertions.. There can l>e no enduring peace for the Empire unless there be peace with honor." (Prolonged cheers.)
