CRISIS IN SPAIN
THE CONSTITUTION SUSPENDED. RIOTERS TAKE CHARGE. By Cable—Press Association—Copyright Madrid, September If). The King has signed a decree suspending constitutional guarantees throughout Spain.
The rioters at Valencia control the town, and have stopped traffic and work at the dockyards and factories.
Rioters at Cullera invaded the Mayor's residence, murdered a judge, and severely injured the judge's clerk and another official.
The Civil Guard at Saragossa charged the mob. Firing on both sides followed, and one man was killed and five wounded,
The strikes are quieter everywhere. The General Labor. Union has decided on a general strike in Spain. The Moroccan campaign has left only 70,000 troops available for the maintenance of order.
THE TROOPS FIRE. MANY ARRESTS. BUILDINGS BURNED AND BRIDGE BLOWN UP. Received 20, 10.10 p.m. Madrid, September 20. The mob at Bilbao attacked the troops which were escorting the arrested leaders. The troops fired, injuring many. Two were sabred.
Thirteen of the ringleaders were arrested as a result of a domiciliary visit to the Labor Exchange headquarters at Saragossa. An anarchist leader and the president of the Labor Federation were also arrested.
Senor Canalejas, Premier, asserts that the suspension of constitutional guarantees is necessary, owing to the anarehial and revolutionary character of the strike.
All implicated were not arrested, because they fled to France and Algeria. The Government possess knowledge of a plot to assassinate General Weyler. All meetings were prohibited, and the inciters rigorously punished. The revolutionists for a time practically held the Aleira Town Hall.
Two buildings were burnt, a bridge blown up, and a railway line cut. Troops restored order.
There is an active strike campaign in the Ardalusian collieries.
A goods train was derailed at Seville. Labor unions at Valencia protest against tho anarchist action, and deelarc they struck in sympathy with tilt Bilbao men, without revolutionary intent. They are willing to resume.
A SIGNIFICANT FACT. London, September 19. War risk insurances arc fewer and at lower rates, but 25 guineas per cent, is being paid on policies offering to cover against the overthrow of the Spanish Monarchy,
