Sir Charles Owens, giving evidence before the commission, said the men's programme would involve his company (the London and South-Wcstern) in an additional expenditure of £290,000 annually. Not ten per cent, of his men were unionists. He would strenuously oppose recognition of unions, which would not prevent strikes. He objected to see unions brought into a position which would make them superior to Parliament.
