Received 15, 1.2.) a.m. Melbourne, September 13. The decrease of crime is shown by the following figures: —ln IS.SI, the arrests for assault per million of the population were 2170. Last year they totalled 015. Arrests for larceny in 18S1 were 3504-, while last year they numbered 1830. Other crimes show a corresponding decrease. COMMONWEALTH ENTERPRISE. Received 14, 1i.25 a.m. Melbourne, September 13. The Federal harness factory has been opened by Mr. Pearce.
