THE RAILWAY COMMISSION. LABOR BEFORE DIVIDENDS. By Cable—Press Association—Copyright. London, September 8. A witness at the Railway Commission maintained that labor should be paid before dividends. The president of the Trades Union Congress stated that the Parliamentary Committee was powerless to deal with Ben Tillct, but recorded its indignation. The Congress unanimously resolved that no efforts be spared to arouse and maintain discontent among underpaid workers with their condition, and to quicken their determination to secure a living wage. The Congress censured Will Crooks for introducing the Strike BiH without the authority of the trades unions or Labor Party. A resolution was carried urging legislation compelling employers to pay for bank 'holidays and any holidays subsequently proclaimed. LABOR EXCHANGES DENOUNCED. London, September 8. At the Trades Union Congress the labor exchanges were severely criticised for supplying blackleg labor at Newcastle, but the resolution submitted demanding a Government enquiry was defeated by a large majority on the ground that labor members n the House of making complaints. Afterwards it was announced that the miners voted under a mistake, otherwise the resolution would have been carried. A resolution containing a string of protests against provisions of the Insurance Bill, and demanding fresh clauses, passed on a show of hands. Mr. Clynes, M.P., declared that unless the demands were conceded the Labor Party would not support the Bill. THE SET BACK TO TRADE. London, September 8. Newspapers, dwelling on the Board of Trade returns, emphasise the setback temporarily due to the strikes. Tiie imports of foodstuffs, which received special attention during the transport troubles, have increased largely. MORE RIOTING. London, September 8. There has been rioting at Wexford, in connection with the engineering strike, and 150 Dublin police were sent. THE WHEELERS' STRIKE. Sydney, September 9. Members of the Shipowners' Federation state that the reason for declining to carry Hoskins' pig-iron was the refusal of the wharf laborers to handle it, and their inability to obtain suffi-) cient other labor.

The Northern Colliery Employees' Federation decided to instruct wheelers to return to work, and should they refuse a miners' ballot will be taken on the question of doing the wheeling themselves.

ANGRY SCENES. SECULAR EDUCATION AT HOME. Received 10, 5.5 p.m. London, September 10. There were angry scenes at Newcastle when Mr. Sexton, representing the Catholic Liverpool dockers, denounced Mr. W. Thome's resolution in favor of secular education. A motion of approval was nevertheless carried by a large majority. A cablegram was read from New South Wales asking Mr. Keir Hardie to deny Mr. Fisher's alleged statement that there is plenty of room for miners in Australia.
