The Daily Mail's Berlin correspondent states that the run on the savings banks has impressed people as to the effect of hostilities on German industry. A financial authority states that since the beginning of August Germany has been deprived of over five millions sterling withheld by French banks. Herr von Kiderlen-Wacchtcr is reported to have stated that no Chancellor would face the Reichstag to justify a war over a few Moroccan sandhills. THE NEGOTIATIONS. FOLLOWING A SATISFACTORY COURSE. It is reported that Germany seeks a more southerly frontier on the Congo in the Übanghi region, thus asking for •BJore territory than has been offered. Meantime negotiations will proceed regarding the guarantees of Germany's economic activities in Morocco. Savings bank depositors in all parts of Germany are extremely nervous. The Impression exists in financial quarters that in the event of war the savings banks, instead of paying depositors in cash, will issue Treasury receipts, which will probably be only negotiable at a . toss.
