FRIDAY, SEPTEMBER. 8. LEGISLATIVE COUNCIL By Telegraph—Press Association. Wellington, Uist N'iirht. In the Legislative Council this afternoon, on the Second reading of the Field 1 Divorce Billy the Hon. Mr. ..Jonas asked the Council to allow the Bill to pass ita second reading in order that it may go before a select committee. The Hon. Mr. Samuel moved that the Bill be read six months hence, but said he would support an amendment to tlm Divorce Act in the direction required by the liili. lie objected to legislating for the relief of one individual. The Hon, Messrs Paul and Mills supported the Bill, and the I ton. Messrs Jenkinson and Beehan opposed it. The amendment was negatived by 14 votes to 10, and the Bill was read ft second time. The debate on the second reading of the Mental Defectives Bill was continued bv Hon. i)r. Collins, who supported the Bill, and in doing so spoke of the benefits to the community caused by the establishment of private homes. The HoiV'Mr. Samuel urged equal payments to medical men, whether they give a certificate of insanity or not. The Hon. Mr. Callan considered that competition among private hospitals must be beneficial to the community. He thought all the attendants at mental asylums should undergo a striot training before undertaking their responsible duties. Dr. Sir John FimHay (Attorney-Gen-eral), in reply, said that the rending of the Bill showed how great progress could be made if party controversies were avoided. The Bill had gone through the other House practically unaltered. The Bill was read a second time and the Council adjourned at 4.45 p.m. until Wednesday, 20th inst. HOUSE OF\ REPRESENTATIVES. The House met at 2.30 p.m. The Railway Statement was laid on the table, 'Mr. Guthrie asked the Premier if the I Boundary Commissioners would receivepersonal representations or whether any objections to their proposals would have to depend entirely on representations made in writing. Sir Joseph Ward said he could not answer for the Commissioners, who wore statutory officers, but he would communicate with them and ascertain what I procedure they purposed following. IVr- [ sonallv, he saw no reason why personal. | representations should not be accepted. Mr. Fraser said some informationshould be afforded the public as to the procedure to be followed by th'. Commissioners. Sir Joseph Ward replied that he would' communicate with the Commissioner* and let the House know the result. The Lirnl Committee reported favorably on the Land Act Amendment Bill | (•.£), which provide that notwithstanding. the, fact that a man held the mnximuur | acreage, he should be allowed to eitherI pun-base or lease a road line if not required for public use. Under the existing law, this cannot lie done. The Committee suggested that the Governnient should bring in a Bill to give effect, thereto. Some of the unused or closed' roads were simply growing noxious weeds. The report was recommended to the Government for favorable consideration.
The Hon. Mr. Millar moved the second reading of the Hutt Road Bill, ami the llonse adjourned, The .Hou«r resumed at 7.30 pan. The Hutt Railway and' Road Improvement, Amendment Bill was read the third time. FINAXCIA h ,STATEMENT. Sir Joseph Ward said that the Budget would show New Zealand to .be in ft better financial position than ever before, and after delivering the ilmdget ht> moved an adjournment of the House. iMr. Mas-ey asked for a fortnight to cousid.or the Estimates. Sir Joseph Ward replied that two weelcs -was unnecessary. The debate will lie continued on Tuesday. The TTouse adjourned at 10.45 p.m.
