In pursuance of the Postal Committee's ' suggestion, Mr. Herbert Samuel has agreed on a devolution scheme to become operative within two months. Eng- i land will be divided into twelve districts, each under a surveyor-general, at a salary of f 1000 a year. Ireland and Scotland will each have a surveyor-general, each to have supreme control of all departments in his respective district without reference to London. Redundant officials in London arc drafted to the'provinces and will form the nuclei of the surveyor - generals' staffs, which include telephone managers. At the Nottingham headquarters' telephone engineering works, another scheme will be simultaneously unify- . ing the pay and prospects of clerks in the , various offices.
