London, September 5. A sensation occurred at the grand naval review at Toulon. The battleshop Brcnnus, in a mist, collided with a.steamer and rammed a large hole in her bow. The passengers were thrown into a panic, but the boats assisted and all were safely landed. The Brennus continued on her course and joined the fleet. Everything was done to ma.kc the review impressive. Ninety warships and thirty thousand men were assembled. 51. Fallieres, Minister or Marine, was aboard the battleship Massena and passed down the lines. There was much enthusiasm, and two hundred thousand spectators assembled. Whole families slept on the beach over night. MM. Fallieres and Deleasse, in speeches at a subsequent juncheon, eulogised the navy's preparedness and the spirit animating it to uphold the country's prestige. INSURANCE AGAINST WAR. Received 5, 10.30 p.m. London, September 5. Owing to the sharp rise in sugar prices, insurances have been effected on the increased values. Numerous cargoes are afloat from Java, Cuba and Puerto Rico. Those from Java have also been insured against war risk at two shillings to half-a-crown per centum. Large insurances have similarly been effected on shipments from German and the Baltic ports.
