SUGGESTED LEGISLATION. By Cable—Press Association—Copyright, London, August 27. Sir William Hall-Jones, in an interview, recommended the adoption of the New Zealand methods of compulsory arbitration. Will Crooks' Strike Bill compels the employers and workers to give thirty days' notice of a change affecting the working conditions and wages, and fixes penalties for lockouts, strikes, or inciting thereto, prior to an investigation of the dispute by the board, the latter consisting of three members appointed by the Board of Trade on application by the parties to the dispute. NOT SATISFIED. TROUBLE ONLY' BEGINNING. Received 28, 9.30 pjn. London, August 28. A mass meeting of railwaymen at Barr, while accepting the terms of settlement, pending the commissioners' report, declared that they would be satisfied with nothing of complete recognition of the unions. The Welsh miners' leader, speaking at Cardiff, said the labor troubles were only beginning. The time had come when miners, railwaymen and dockers should act in a united organisation. Most of the miners and leaders are ready for a big fight to a finish. HOME OFFICE DELEGATE. Received 28, 11.35 p.m. London, August 28. Mr. D. J. Shackleton, M.P., represents the Home Office at the Tfadeß Union Congress to be held in Newcastle on September 4. This is attributed to the Government's desire to keep more closely in touch with trades union developments. BIG STRIKE AT LISBON. Received 28, 11.40 p.m. Lisbon, August 28. Forty thousand cork cutters, lightermen and dockers struck at Badajoz. The military are guarding the quays and public buildings.
