REFERENDULM AND REFORM OF COMMONS.

On the ground that Parliament means to break down the Constitution, the newly-formed British Constitution Association is appealing for funds in aid of a campaign in favor of the referendum' and reform of the House of Commons in the direction of securing representation for minorities.

Received 15, 11.40 p.m. London, August 15. The House of Commons will reassemble in October. PAYMENT OF MEMBERS. Received 15, 9 p.m. London, August 15. The Opposition moved to reduce the payment of members, firstly, by n lump sum, and secondly to £3OO a year. The legality of the Government proceeding by resolution instead of by Bill has been questioned. Mr. Lloyd-George said the Government had proceeded by resolution, preferring an annual discussion of the matter instead of making the principle rigid by an Act. Received 15, 11.40 p.m. London, August 15. The payment of members vote was passed, the amendments being negatived.
