Addressing a meeting of the Society for tiie Prevention of Cruelty, the Governor, Sir William McGregor, declared that Europeans practised political cruelty by making a large area of Africa subject to themselves. The great nations were proceeding to put into force another political cruelty in respect of the unfortunate inhabitants of Morocco.
