News originally published implied that the Anglo-American Arbitration Treaty was concluded without a renewal of tho Anglo-Japanese Alliance, hence strong disapproval. But leading journals and prominent politicists now express satisfaction at the extension of the area of the pacific zone, and declare that Japan desires an arbitration treaty "with tho United States, inasmuch as armed conflict witli that country is unthinkable.
