RUSSIAN GOVERNMENT BLAMED. By Cable —Press Association —Copyright Teheran, July 20. The Persian Government has sent a strongly-worded note to the British and Russian Legations recalling its frequent representations as to the ex-Shah's intrigues, and maintains that Russia must be held responsible for the disorders and losses of property that may result.
