EULOGY FROM SIR E. GREY. By Cftbte-JPrese Association— Copyright. Received 19, 10.30 p.m. London, July 19. Sir E. Grey, in reply to Mr. W. P. Byles (M.P. for Salford) and others, after eulogising Lord Kitchener's impartiality and capacity, which would command general confidence, explained the appointment was civil and would not involve any change of policy in Egypt. He implied that Lord Kitchener's knowledge and experience not only as soldier but as administrator was of great importance in a difficult position. He knew no one possessing in such a high degree guch special qualifications as Lord Kitchener.
