FRENCH WATCHING THE SPANIARDS. By Cable—Press Association —Copyright. Fez, July 13: One hundred and ninety cavalry, with a French instructor, are starting for the Wadloques river, southward of Alcazar, intending to watch the movements of the Spanish troops and prevent them crossing the river and enlarging the sphere of Spanish occupation. NEGOTIATIONS WITH GERMANY. Paris, July 13. The negotiations with Germany are described as courteous and even cordial, but the principal question, namely, Germany's withdrawal, will not be touched on for another fortnight. There are indications that the French are preparing to withdraw from Fez.
PAN-GERMAN DEMANDS. Berlin, July 13. Pan-German newspapers are insisting on the withdrawal of every French and Spanish soldier in Morocco or the recognition of Atlantic Morocco as Germany's commercial sphere. The Panther has been ordered home, but the gunboat Eber will relieve the Berlin in the event of the latter visiting other parts for coaling purposes.
DON SYLVESTRE'S ZEAL. Received 14, 10.45 p.m. London, July 14. The Times Madrid correspondent states that Colonel Sylvestre, the Spanish officer commanding at Alcazar, was over-zealous when he made a demonstration in the direction of Wazan. The Spanish Government assured France they had ordered Sylvestre not to cross the river Lucus.
M. Monier has sailed in the Rabat for Casablanca.
A servant of the French Consul at the Alcazar camp was arrested at the door of his master's house and forcibly eonducted to the Spanish camp. The Consul was unable to secure his release.
