THE CONVENTION IGNORED. By Cable.—Press Association. —Copyright. Melbourne, July 8. A Presbyterian missionary in the New Hebrides complains of the open violation of the convention by tiif French. Grog is given wholesale, women illegally taken, there is no supervision of labor, laborers are compelled to work on Sundays, and -law and order are treated with contempt. The British authority is apparently powerless to enforce the observance of a single point in the convention.
