Tin; Senate defeated Senator Penrose's motion, which proposed that the reciprocity vote should be taken on July 24, the wool vote 011 July 20, and the Free List Bill on July 28. The reason Senator Penrose was defeated is believed to be that it. is the intention of the Democrats to pass the Wool and Farmers' Free List Bills before reciprocity, thus compelling Mr. Taft to accept them or lose reciprocity. The Reciprocity Bill was advanced a stage in a remarkable manner. While the executive of the Senate was 111 session for fifteen minutes Vice-President Sherman, finding 110 one ready to speak, announced that the Bill would be reported from the committee of the whole House to the Senate, and the Bill actually passed a stage before members realised what was happening. There were angry protests, as the committee stage precluded possibility of a vote on the measure. Senator Penrose finally acceded to the Bill returning to the committee stage.
