Lord Cromer lias given notice of a new clause to the Parliament Bill, for appointing a joint committee of seven members of each House, whereof the Speaker should be the chairman, to decide what is a Money Bill and other doubtful points, the Speaker and the Chancellor to select a committee in such manner as will secure an impartial tribunal. Lord Lansdowne has given notice of an amendment to Clause 2, exempting from the Parliament Bill bills affecting the existence of the Crown's Protestant succession, Home Rule for Ireland, Scotland, Wales or England, or anything which a joinlt committee of the two Houses regards as an issue of great gravity, upon which the judgment of the country has been insufficiently expressed.
