The trial is proceeding of two generals, 21' colonels, 28 captains, and four State Councillors, of the Moscow Supply Department, on charges of extortion and bribe-taking. One accused was alleged to have received £27,000. It is calculated that one firm, during 25 years, paid £2,000,000 in bribes as an inducement to the Department to accept 6oldiers' boots of inferior quality. Soldiers sold the boots, which the contractors acquired and re-delivered to the Department. It was also alleged that, clerks deliberately spoiled samples from the firms which did not give bribes.
