The Times' Capetown correspondent states that General Botha's absence in England is . ausiag uneasiness and apprehension among English civil servants, who are afraid to take leave lest their positions be filled in their absence. The Times suggest* a reorganisation of the civil service, which, it thinks, should be entrusted to a strung and independent commission, with an Imperial officer as chairman.
