Mr. Fisher, interviewed, said the Australian Labor Party invited the democracies of the world, particularly those of the British Empire, to join in bringing about tie co-operation of all nations to regulate the production and distribution of wealth, thus ending the misery from which many workers throughout the world were now suffering. He believed that in time all nations would co-oper-ate towards the peaceful development of the world's resources. At the same time he considered every citizen was responsible for the nation's defence, hence the necessity for a citizens' army.

The success of the Australian Labor Party at the polls was due to the adoption of a strong national policy regarding unimproved land values. The naval and military defence policy from which Admiral Henderson's scheme was evolved was the production of the Labor Party. The wealth per head of Australia was sufficient to enable every person doing an honest day's work to receive fair and reasonable remuneration such as was recently granted by Judge Higgins. The reason why the Australian delegates had not voted for the ratification of the Declaration of London was nonagreement with some of the clauses, particularly that making food contraband during war time.
