DOES CHINA MEAN WAR?
REPORTS OF PREPARATIONS OX A LARGE SCALE. A message from St. Petersburg states that Russian scepticism of China's intentions is growing, and the newspapers arc full of reports of Chinese military preparations. The opinion is widely entertained that China's acceptance of the terms of Russia's ultimatum is merely intended to gain time until she is heady for hostilities. The Xovoe Yremya says the possibility of a conflict cann&t even now be ignored. A telegram to the Xovoc Vreniya from Vladivostok states that China's reply has been pessimistically received there. It adds that a secret movement analagous to the Boxer outbreak is steadily developing, and that the Chinese are preparing to cut the railway. The Retch affirms that China has concentrated 130,000 men near Harbin and Tsitsihur, whereas Russia lias only 20,500 frontier guards scattered over a stretch of 1000 miles.
