Charles Blanc's report to the Council of .State recommends that BarsurAube and Bar-sur-Seinc be included in the champagne area, thus enabling them to designate their products champagne. On the other hand, with a view to satisfying the champagne region, as recently delimited, he recommends that the principal Marne vintages be described as products of "Grande Champagne," and that wines of the whole enlarged area be used without restriction for purposes of admixture.
