Debarra will be the provisional President pending the election. Madero is co-operating towards the restoration of peace. IF PEACE NEGOTIATIONS FAIL. WAK TO BE PUSHED RELENTLESSLY. Received 19, 11 p.m. Mexico City, May 19. The provisional president and General Madero are leaving Juarez for Mexico City to reconstruct the Government. If peace negotiations fail, the rebels will push the war relentlessly, and cut Mexico City off from outside communication. Complete mobilisation plans are under way.
